SCbio is pleased to welcome Mike Stebbins, Ph.D., senior vice president of ATI, and J. Michael Wilkins, South Carolina commercial banking leader for Regions Bank, to its Strategic Advisory Board.
Stebbins is an accomplished executive dedicated to driving transformative outcomes in technology development and collaboration, particularly in health security, with a focus on national preparedness, response and recovery during public health emergencies and disasters. He brings extensive expertise in connecting the private sector with federal non-dilutive funding and has helped facilitate more than $12 billion in investments supporting innovation in the medical and health security fields.
At ATI, Stebbins oversees the Medical and Health Security portfolio, which encompasses five major Other Transaction Agreement programs for the Department of Health and Human Services (HHS) and the United States Department of War, with a combined value exceeding $60 billion and more than $1 billion in annual funding.
As a thought leader and ecosystem builder, Stebbins has engaged stakeholders across the medical, healthcare security and other industrial sectors throughout his career through keynote speaking, panel discussions and moderating events. He is committed to fostering organizational development and cultivating a growth mindset within teams to tackle the most pressing national security challenges.
Earlier in his career, Stebbins played a key role in securing and executing the UI LABS-led Digital Manufacturing and Design Innovation Institute, one of the national Manufacturing Innovation Institutes. His portfolio also includes developing a solar-powered hydrogen fuel cell system for Fort Sumter National Monument, supporting a landfill-to-hydrogen initiative to power material-handling equipment at BMW’s South Carolina facility. Stebbins was a key participant at ATI’s Copper Touch Surfaces and Copper Air Quality programs, which demonstrated copper’s unique ability to reduce harmful microbes.
Stebbins holds a doctorate in analytical chemistry from the University of Tennessee, Knoxville, and a bachelor’s in chemistry from the College of Charleston.
Wilkins oversees a statewide team that works with commercial and middle-market companies across industries, including manufacturing, distribution, import and export, professional services, and industrial and multifamily real estate. His clients include high-net-worth individuals, closely held businesses, private equity sponsors, family offices and publicly traded companies. Wilkins has been with Regions Bank for nine years and has more than 25 years of commercial banking experience.
Wilkins earned a bachelor’s in business administration from Furman University. He is also a graduate of the South Carolina Bankers School and the Graduate School of Banking at Louisiana State University.
